Enable and start Telnet
Click the "Start" button and select "Control Panel" from the start menu.
Click "Programs" and select "turn Windows features on or off."
Enable the check box next to "Telnet Client" in the list of features, and then click "OK".
Again click the button "Start", type "Telnet" text box and press "Enter" on your keyboard.
Connect to the IRC chat
Type "The IRC open."
Define your handle chat by typing "NICK".
Define your information from the user, including your nickname, the user mode and real name.
Enter "JOIN # (Channel_name)", and press "enter" key.
Type "PRIVMSG # channel name):(Your_message)"
Type "Exit" to close the Telnet window and exit the IRC chat room.
