Free hosting sites are; ProBoards.com Zetaboards.com invisionfree.com, Makeforum.org. They are hosted in distance (usually as www.yoursite.domain.com or domain.com/yoursite). In the future, if you have more members, you can update a paid professional vBulletin.com as phpBB.com

Subject of your Board of directors should not too wide or too narrow. A forum for people to keep the pets is generally too broad. A forum for men at the age of 35 years, live in Montana, like cheese, but do not like the color is purple too narrow.

Members is probably the hardest part.

You must assign moderators, super moderators and administrators probes select.

Moderators (AKA mods) check a few specific forums.
Super moderators (AKA super mods or Global moderators) have control over the forums.
Administrators can add control of all staff, new boards, etc.
